[RFCI-Discuss] Lists of networks controlled by people in abuse/postmaster blacklist

I don't suppose I'm the first to think this, but I've always thought that 
what would be *really* useful is an IP-based list of networks controlled 
by entities listed in the abuse/postmaster lists.

e.g. for the hypothetical network block 192.168.0.0/24, the abuse contact 
is abuse at example.com, which bounces. Consequently, "example.com" is listed 
in the RFC-I abuse list. In this case, it would be *really* handy to have 
192.168.0.0/24 (and other known networks run by example.com) listed in 
some IP list so that I know not to bother accepting mail from it, because 
if there is an abuse problem I won't be able to report it.

Such a thing would no doubt be difficult to keep up to date, but I wonder 
if anyone has ever considered/tried/debated such a thing? Although it 
would probably not be possible to automagically know/list all networks 
controlled by a given admin, it seems to me that a submission-based 
process like the other lists would be better than nothing, where the only 
criteria for listing is that "the network administrator e-mail address for 
that netblock is within a domain which is listed one or both of the 
postmaster/abuse lists".
