This is way off topic, but countries with such restrictive rules are
invariably running their offical exchange rates at levels wildly
inconsistent with reality (I lived in such a country in the 70s and
remember what happened when the currency was floated)
In any case, your argument falls over on the point that it usually costs
money to get IP addresses assigned/delegated in the first place - and
there are usually ongoing fees, which means that some form of exchange
agreement has already happened.
