Need authorization for what? to change DNS?

I mean, what *exactly* is it that gov't bureaucracy gets involved in  
here? Can you cite an example?

Sounds like a really good reason to "leave the country to move a  
business somewhere not run by morons" [1] :-)

[1] Obligatory comments which note that the US is currently run by a
