No,they don't.
The worse case is, even family ADSL subscribers, who will pay for about $25 each month for 1.5-2M bindwidth to ISPs, they don't get a mailbox.
Even ISPs in some privinces provide freemail to its subscribers,but that is bad configured usually.
Here people most time use freemail from Netease (163.com/126.com etc) and Yahoo,more than 80% guys use these two I think.
Some other ppl use Sina or Gmail or others.
