I concur.  If an ISP/host is advertising/selling "server" space, then the
ISP/host should be providing rDNS for that space -- and including the
(minimal) cost in the price of the space.  Given how little this takes
in the way of network/CPU/disk/etc. resources, and that for most
hosts it's set-and-forget-unless-something-breaks, this really isn't
very much to ask.
