"postmaster" is mandatory for anyone sending/receiving email.
However, some networks, or parts of networks, do not explicitly
support inbound or outbound mail -- but still might either be the
source or target of abuse. (After all, there are many forms of
abuse that have nothing to do with mail.)
That's why RFC 2142 discusses the "abuse" address, and why all clueful,
responsible network and system operators support it and pay close attention
to what shows up there. Those that don't are signalling, loud and clear,
that they're either incompetent or actively malicious.
