No, xn--hgbk6aj7f53bba is the "TLD". It's a TLD without a WHOIS
server listed at whois.iana.org (if you notice, whois.iana.org is the
WHOIS server for all the TLDs).

No, it's missing a pointer to "what the proper WHOIS server is for
domains within that TLD".
In theory, I could accept that xn--hgbk6aj7f53bba should be listed in
the WHOIS zone as not having a valid WHOIS server.... although I'm not
at all sure, at the moment, that the zone-file generator would have
any idea that it should treat that "differently" in terms of giving it
a "TLD wide" result code instead of a "domain-specific" result code.
