Maybe that happens already somewhere, a recent thread on
SPF HELP sounded like it.  In that case the "+all" effect
was an error, the publisher didn't get the idea:

No job for RFCI, and "bogusns" or "badnews" zones would
be more interesting than "bogusspf", SPF has a built-in
error correction with its PermError MUSTard.
