I would say that happens all the time. Large corporations might list  
their "corporate HQ" address in the domain registrant info, etc., but  
they are not necessarily the "IT guys in the trenches" who would  
handle such requests. Frequently, the registrant may be the owner,  
but all the "tech stuff" is done by some subcontractor that the owner  
pays money to specifically to understand such things.

While I agree that in a perfect world, the person who receives the e- 
mail would be the self-same person who does the "trenches" work, I  
think that it may not necessarily be a realistic expectation in a  
world with personal domain ownership as popular as it is. So long as  
the recipient is willing to "Accept and deal with" the e-mail, etc.,  
is it relevant to US if they forward it off to a sub-contractor, (or  
in the case of DBP, to the actual owner)?
