In reference to an RFCI submission, 'held' appears to mean that the RFCI

accepts email sent to "abuse"' exception to the abuse.rfc-ignorant.org
listing policy for similar-looking SLDs like "com.au", "com.uk", and
"com.hk", which do not have their own WHOIS Records (although "com.au" and
"com.hk" each has its own DNS Zone and
http://www.dnsreport.com/tools/dnsreport.ch?domain=com.hk has some troubling
rows with FAIL like "All nameservers respond" and "NS agreement on SOA
Serial #"), but still listing "com.ro", which does have its own WHOIS Record
and DNS Zone.
We understand that there may be some technical challenges with listing
"com.ro" as a wildcard painting its subdomains like "rol.com.ro" with a wide
brush, but present the argument that the architects of the "ro" ccTLD and
the "RO TLD Registry" should have thought about that before they allowed
"com.ro" to be registered. Note that "rol.com.ro" does not have its own
WHOIS Record at whois.rotld.ro, another point in favor of listing its parent
with a wildcard.
We ask that our submission be reconsidered with the above in mind.
