[RFCI-Discuss] what does 'held' mean?

I submitted a domain last night with a note attached:

Note: When going to the link shown in the reject, http://dsbl.org/listing.php, 
I get this:

The requested URL /listing.php was not found on this server.
Apache/2.0.55 (Debian) PHP/5.1.6-1 Server at dsbl.org Port 80

This is the reject txt in the message:

SMTP error from remote mailer after MAIL FROM:<cpollock at earthlink.net>:
    host ns2.enginet.ru [80.67.243.2]: 550 5.7.1 Mail from 209.86.89.65
 rejected;see http://dsbl.org/listing.php 209.86.89.65

I see that on the RFCI site the listing has a status of 'held'. I'm curious as 
to what that means.
