The "china.blackholes.us" list is, I believe, designed to attempt to  
incorporate *all* address space located within the boundaries of China.

As in "we want to pretend your country doesn't exist".

It's not a strategy that works for everyone, but if their users don't  
have any contacts in China, it'd work great for them.
