The original intention was for "DOMAIN" to be the mailing domain in
question, not the hostname (more accurately, the domain where the
postmaster could be located in case of problems), but as I said
previously, the prime function of HELO is to prevent hosts looping
deliveries to themselves.
On that basis, hotmail were correct in their HELOs.
