Please compare
http://www.rfc-ignorant.org/tools/lookup.php?domain=ny.us&full=1 and
http://www.rfc-ignorant.org/tools/lookup.php?domain=msk.ru

A "geographical" domain ny.us covering the New-York state of U.S. is not
listed, but a similar "geographical" domain msk.ru covering a Russian
province "Moscow city" is listed.

Why? What is the difference in the policy?

~$ host -t mx msk.ru
msk.ru has no MX record

~$ host -t mx ny.us
ny.us has no MX record

Yes, I see the difference for "spb.ru" domain: it has MX but rejects
postmaster mail. http://www.rfc-ignorant.org/tools/lookup.php?domain=spb.ru
