Well I guess somehow I got on the same "narrowly" tailored blocklist.
All I see is a *v-e-r-y* slow 220 and the same tarpit behavior.

% telnet 65.68.190.231 smtp
Trying 65.68.190.231...

Is the black list anyone who ever complained? That wouldn't be
narrowly tailored, but instead abusively targeted.

In fact, when I use a dynamic IP (DHCP lease issued seconds ago),
the response is the same:

% telnet 65.68.190.231 smtp
Trying 65.68.190.231...
Connected to mailboxen.gruver.net.
Escape character is '^]'.

At best, taunting, rude and inviting of further complaints (and likely
to elicit outright abuse by at least some other people).

If you need to be "whitelisted" to send mail, either there is some
problem in the setup, or this is not "narrowly tailored".
