No. There is no need to "examine message content". headers are needed to 
make sure the guy understands what he is talking about (to avoid people 
trusting "From" headers and the like), but past this, the complaint is 
enough to raise flags. The complaint purpose isn't to drive a spammer to 
court. The purpose is to make the sp/relay/.... aware of that. He can 
then do whatever to stop/trap/.... the miscreant. In no case is the 
attachment needed (because the miscreant will certainly send other ones, 
when he is being watched. and if this is a virus, then they will tell 
you it's life).
