[RFCI-Discuss] .eu in whois zone

Because .UK itself isn't implemented as a ccTLD, but via a collection  
of gSLDs within a ccTLD.

There may be individual singular entries at the ccTLD level (e.g.,  
nic.uk might be a "domain-level" entry in the root ccTLD) but it's an  
exception rather than the rule, and I won't let the wildcarding of  
*.uk taint any of the gSLDs within .UK that are compliant.
