[RFCI-Discuss] Why Yahoo permit to pop messages from junk-folder?

Hello,folks,

I have a yahoo plus account,I use pop3 to get messages from it.Yahoo's antispam features are good, it put the spams to the junk-folder.But when I use pop3 in the outlook express,I can pull all the message inculding the spams in the junk-folder to my local machine.
Is there a RFC specify that where the pop3 should get messages from the remote servers?Why yahoo permit to pull messages in the junk-folder?Thanks.
