In my understanding, this part of RFC2142 has two backgrounds:

1. An erroneously blacklisted [business] partner should be able to
contact our Postmasters to restore broken communications.

2. Anyone should be able to contact our Postmasters to report security
incidents or an abuse originating from our system.

In my opinion, in both cases it is quite possible that the message
in question has CC: to other addresses at our domain. An address
obtained from WHOIS, or a personal address of a known manager, etc.

But... your 550 diagnostic message contains exact and simple instruction
for this case: "please resend to recipients individually".

So, RFC-2124 works as designed.
