"and"? Don't you mean "or"? mails from <> to <postmaster> were allowed to be

I think that  http://www.rfc-ignorant.org/policy-postmaster.php explains it
all

if your mail is refused by anyone, you can post it here or submit it for
listing - someone will (hopefully) check the same - if they are blocking
all who check for it with comment telling that only they are listed, people
here will probably find it and the domain will be listed.
