The AOL Postmaster Team could have chosen to notify $VICTIM's ISP about
the abuse it perceived, but it appears not to have made that choice, or
its action was ineffective.

OTOH, $VICTIM could have tried to contact the AOL Postmaster Team via
the AOL Postmaster Hotline at 1-888-212-5537, but it appears not to have
made that choice, or its action was ineffective.

Explanations of those non-choices or the ineffective actions would be
helpful. :)
