(a) if you've only got mail destined for one site, or a majority of  
it for one site, you'll happily open up [n] connections there, where  
[n] *NOW* defaults to 20
(b) [n] used to have no default. There used to be no way whatsoever  
of rate-limiting that "feature".
(c) There are lots of sites which can't handle [n] inbound concurrent  
connections, because they're on slow links, etc., etc.

qmail is evil. One of my goals at $ORKPLACE is stripping out the  
qmail infrastructure and replacing it with "something else".
