'It doesn't include the netblock information for IP space that hasn't been
 further allocated/assigned by a KRNIC member.  It does include netblock
 information in other (most) cases'.

Unfortunately, I don't think thats quite in BCP 12.  Something like that
is in APNIC policy (I don't know where though) however.
