Inadequate IMO.  A phone number or email is NOT enough.  Sometimes you 
need a physical address, especially if you want to send a registered 
letter by post for legal documents (something the French do alot for the 
simplest of disputes - but I digress).

Too often phone numbers and email addresses change, while a physical 
address remains more constant.  Also with big companies, they have 
complicated menu driven phone systems that never take a message, have no 
operator, etc.

A postal address allows people from anywhere in the world to send 
documents.  A PO. box IMO would NOT qualify as a fixed address for the 
same reasons as phone or email can be change quickly and easily.

I would take the view similar to how, in theory, SSL server certificate 
applications (for businesses) are suppose to be verified for correctness 
before being issued and (I think) they require contact person, business 
address, phone, email, 1st born, etc.

A network and/or domain should require similar more strict controls, as 
they entail far more responsibilty (for the bigger ones).
